Transparency International has\u00a0published<\/a>\u00a0the Corruption Perceptions Index (CPI) for 2023. This time,\u00a0Russia<\/b>\u00a0scored 26 points out of 100 and took 141st place out of 180.\u00a0Guinea, Kyrgyzstan<\/b>, and\u00a0Uganda\u00a0<\/b>received the same results.<\/p>\n

The Corruption Perceptions Index (CPI) ranks 180 countries on the perception of public sector corruption. It is calculated based on data from 13 expert sources, including the World Bank, the World Economic Forum, private consulting firms and rating agencies, think tanks, and other organizations. Countries are ranked on a scale from 0 to 100, with 0 being the highest level of perceived corruption and 100 being the lowest.<\/p>\n

In 2022, Russia\u00a0scored<\/a>\u00a028 points and took 137th place.\u00a0Mali\u00a0<\/b>and\u00a0Paraguay\u00a0<\/b>received the same results and took 136th place in 2023.<\/p>\n

Global indicators and trends<\/b><\/p>\n

The key theme of CPI 2023 is the effectiveness of justice systems. According to the rating, corruption increasingly goes unpunished in countries where the principles of justice are violated and sometimes even encouraged.<\/p>\n

\u201cCorruption worsens social injustice and disproportionately affects the most vulnerable. In many countries, obstacles to justice for victims of corruption persist. It is time to break the barriers and ensure people can access justice effectively. Everyone deserves fair and inclusive legal systems where victims\u2019 voices are heard at every stage. Anything else is an affront to justice,\u201d said Daniel Eriksson, CEO of Transparency International.<\/p>\n

In 2023, the leaders of the ranking remained unchanged.\u00a0Denmark<\/b>\u00a0(90 points) tops the index for the sixth year in a row, followed by\u00a0Finland\u00a0<\/b>and\u00a0New Zealand<\/b>\u00a0(87 and 85 points). The effectiveness of their justice systems also ranks these countries at the top of the\u00a0Rule of Law Index.<\/a><\/p>\n

The last positions in the index are occupied by\u00a0Somalia\u00a0<\/b>(11 points),\u00a0Venezuela\u00a0<\/b>(13 points),\u00a0Syria\u00a0<\/b>(13 points),\u00a0South Sudan<\/b>\u00a0(13 points) and\u00a0Yemen\u00a0<\/b>(16 points). All these countries are experiencing a protracted crisis.<\/p>\n

Among the countries of Eastern Europe and Central Asia, only\u00a0Armenia\u00a0<\/b>(47 points, +1),\u00a0Moldova\u00a0<\/b>(42, +3),\u00a0Ukraine\u00a0<\/b>(36, +3),\u00a0Bosnia and Herzegovina<\/b>\u00a0(35, +1) and\u00a0Uzbekistan\u00a0<\/b>(33, +2). The results of\u00a0Kosovo\u00a0<\/b>(41),\u00a0Serbia\u00a0<\/b>(36),\u00a0Azerbaijan\u00a0<\/b>(23) remained unchanged.\u00a0Turkey\u00a0<\/b>(34, -2),\u00a0Turkmenistan\u00a0<\/b>(18, -1),\u00a0Tajikistan\u00a0<\/b>(20, -4),\u00a0Turkmenistan\u00a0<\/b>(18, -1), on the contrary, lost points.<\/p>\n

Recommendations<\/b><\/p>\n

Lawyers at Transparency International Russia believe that in the area of everyday corruption, the Russian authorities need to strengthen funding for the courts: ensure decent salaries for court employees, adequate supplies of equipment and office supplies; set a plan to bring 100% of courts, including world courts, into proper condition.<\/p>\n

It is also necessary to create acceptable working conditions for employees of the traffic police, the migration department, the prosecutor\u2019s office, and other law enforcement agencies that solve the everyday problems of Russians: increase salaries in line with inflation from 2012, renovate premises, and purchase equipment and office supplies in sufficient quantities; abolish the \u201cstick\u201d system that encourages refusal to initiate criminal cases and register crimes; cut staff positions and prioritize recruitment on the ground.<\/p>\n

In addition, it is necessary to stop cutting federal spending on health care: index budget spending to the level of inflation; additionally finance the compulsory medical insurance fund, bringing tariffs for medical care to market levels; similar measures should be taken in education, increasing the per capita funding standard to the OECD standard ($75000 at purchasing power parity per student for the entire time; previously it was less than $30000).<\/p>\n

Lawyers recommend paying attention to areas where it is possible to achieve rapid changes through legislative reforms: corruption in the funeral business, housing, and communal services \u2013 by increasing transparency.<\/p>\n
